NH Samen Veilig and the FIT team

FIT, the Financial Intelligence Team, asked livewall to help officers recognise signals of unexplained wealth better and faster. The answer was e-learning, built as a web application where officers practise on filmed scenarios.

Who asked, and why

NH Samen Veilig is not one organisation. It is the partnership between 32 municipalities, the police and the Openbaar Ministerie inside the Noord-Holland unit.

The request came from FIT and it was specific. Help community police officers, municipal enforcement officers and bailiffs recognise the signals of unexplained wealth better, faster and more effectively.

The FIT method

FIT follows up on signals of unexplained wealth, and built a method to pass that skill on. The method is based on three steps: spot, record, pass it on.

Think about a very young driver operating a luxury car wearing expensive jewelry. Something should ring a bell, and then the harder question follows: what do you do with a signal like that?

From A-B videos to a platform

The first idea was a run of interactive videos with A and B choices.

NH Samen Veilig had one firm requirement: short, snackable content that officers could recognise themselves in. The idea grew into a full platform, Schakel Scherp, with a concept and a wordmark of its own.

On the platform, actors play out scenarios containing signals. While the video runs, the viewer clicks to flag anything that looks off, and the video records each flag and stores it for later.

Experiential learning through interactive video

Nobody catches everything. In a situation moving at speed a viewer will miss signals, and some of what they flag will turn out not to be one.

Seeing the range of what counts is the lesson, and a list of bullet points cannot teach it. The second and third parts of the training move on to recording and escalating. The viewer sees which flags were right and how a report is actually made.

The audience is serving officers, so the content had to be truthful. Real-life cases are shown as video, supported by motion graphics. livewall did the concept, the wordmark, the pre-production and production, and the development and design of the platform.
